District Cllr Wilkinson sent apologies.

 

121.23 DECLARATIONS OF INTEREST - to receive Declarations of Interest in accordance with the

Localism Act 2011 and to consider any applications for dispensation.

Cllrs Magnus and Bowser declared an interest in item 8 as both have submitted expense claims.

122.23 SIGNING OF THE MINUTES

Clerk’s Notes from the meeting on 5th June 2023 were taken as read and signed as

minutes by the Chair.

 

123.23 TO CONSIDER ITEMS FOR & FROM OUTSIDE AGENCIES/PARISH COUNCIL

REPRESENTATIVE AND RESOLVE ACCORDINGLY

District Cllr Wilkinson sent Council a report on the levelling up fund:

There have been several awards of grant to other organisations but still none to Parishes. I have asked for details

on how the fund is being distributed and a list of organisations that have received grants, as a result I have a meeting

with Matthew Hoan on Friday to discuss how the fund is being distributed.

 

District Cllr Tyrell entered the meeting 7.10pm

 

Cllr Tyrell informed Council that he is now Portfolio Holder for Waste.

 

124.23 CLERKS REPORT

The Clerk has been in contact with the Parishioners whose family provided the Bus shelter on the A1101

at Tydd Gote.

They are sending a builder to look at its removal within the next week and will update the Clerk following

this inspection as to the removal date.

128.23 UPDATE ON TREES ADJACENT TO TG PLAYING FIELD ON PRIVATE ROAD AND

RESOLVE ACCORDINGLY

Sara Bright has confirmed the tree survey for 6th July.

 

129.23 UPDATE ON OWNERSHIP OF TYDD GOTE PLAY AREA

The Clerk read Solicitors report and update to Council.

Cllr Markillie is able to provide the information requested via the Clerk.

 

130.23 UPDATE ON ZIP WIRE PROJECT & WIND FARM GRANT

The application for £5,000 submitted to Lincolnshire Community Foundation has been rejected and the PC have been

given a grant of £2,000.

The PFC submitted an application for £5,000 to The Gedney Windcluster fund which has been granted in full.

District Cllrs Wilkinson and Tyrell have pledged £750 each to the project. Council will now ask District Cllr

Tenant if he will also give £750. £300 has been raised from lottery tickets.

The project is now £3000 down on the sum needed.

  1. Play Area-TSM

All is looking good. There are small areas within Play area where the reseeding did not take, will request

these are done again in the Autumn.

  1. Play Area – TG: All is good at the playing field.

  2. Any Other area Move bench at Hixes lane – deferred to Parish inspection.

135.23 UPDATE ON COUNCIL NEWSLETTER FOR PARISH

Cllr Eves informed Council the next addition draft was complete.

Council now wishes to add information about short fall on Zip wire project and request donations.

This will then go to press and out for delivery.

 

136.23 TO RESOLVE ON PARISH INSPECTION

Council RESOLVED:

TSM Thursday 10th August 6.30pm.

TG Thursday 17th August.

 

137.23 TO DISCUSS FLOWER TUBS AROUND PARISH AND RESOLVE ACCORDINGLY

Deferred to Parish inspection.

 

138.23 TO CONSIDER PLACEMENT OF SPEED SIGNS AND RESOLVE ACCORDINGLY

The speed sign in TSM needs a new battery. Council RESOLVED for the Clerk to purchase as required.

Cllr Allard to send the Clerk details of the battery to order.

140.23 DATE OF NEXT COUNCIL MEETING:  4th September 2023 at TSM Village Hall 7pm

 

141.23 To Resolve for the council to move into closed session in accordance with the Public Bodies    

 (admissions to meetings) Act 1960 to discuss the following matters.

It was proposed not to go into closed session due to nature of business no longer being Confidential and now in the

Public Domain, this was seconded and RESOLVED.

 

 

142.23 TO RESOLVE ON ADMINISTRATION AND STAFFING MATTERS

 

Report to Council on Employment Tribunal:

On 24th September 2020 Ms Karen Treacher resigned her post of Clerk and Responsible Financial Officer to

Tydd St Mary Parish Council.

In November of 2020 Ms Treacher claimed Unfair Dismissal and stated her intention to take the parish Council

to an Employment Tribunal at which Ms Treacher made claim for a substantial payment.

 

Tribunal Claim No 2603752/2020 took place during the week of 26th to 30th June at Nottingham Employment

Tribunal Court.

The Hearing outcome: All Claims dismissed.

The Council Successfully defended Ms Treacher’s claims in full.

The Judgement order will be published on the Government website in due course.
